He completed medical school at Penn State, an internship at the University of Texas, and residency in radiation oncology at UC Davis; with a rotation at St. Jude Children's Research Hospital. He then completed a two-year clinical fellowship in proton therapy at Massachusetts General Hospital, where an NIH K-12 career development grant with Dana-Farber funded his work as a neuro-oncology research fellow studying circulating tumor cells in brain tumors. He earned his MPH at the Harvard T.H. Chan School of Public Health, emphasizing clinical effectiveness.

He joined the faculty at Emory University in Atlanta treating head and neck cancers with photon and proton therapy, followed by a post-doctoral post in Microbiology and Immunology studying the immune effects of low-dose radiation. At the onset of the global pandemic, he helped lead a novel clinical trial evaluating low-dose radiation as a treatment for COVID-19's life-threatening cascading lung inflammation. He then relocated to Northern California to be closer to family and built a successful radiation oncology practice at Sierra Nevada Memorial Hospital.

Dr. Hess comes from Mormon pioneer stock, and he carries that heritage with pride. His people were the self-selection story in its purest American form: they crossed the plains on faith, buried their dead on the trail, and built a civilization in a desert nobody else wanted — through industry, thrift, and covenant work. That inheritance — the builder's inheritance — never left him. What he could not accept was the communal architecture that had grown over it: the collective claims on the individual conscience. He pressed for reform from within, in the tradition of every believer who loves a thing enough to want it better. When reform from within was not possible, he stepped away — at real cost, paid over years, in the currency of family and community. He speaks of that faith today not as an exile but as a reformer: grateful for what it built in him, honest about why he had to build beyond it.

So he braved secularism — fully, honestly, for many years. And there he found the second lesson: secularism can tear down, but it cannot bind. It dissolves the old stories and offers nothing to hold a people together in their place. We cannot destroy our myths and our common beliefs and remain a united, great people — the envy of the world. No civilization has ever managed it. But preservation is not the task either. The task is to turn our myths and beliefs into reality — to treat the American story not as a museum piece to defend but as a blueprint to build: effort rewarded, stewardship honored, the frontier kept open. A myth defended is nostalgia. A myth built is a civilization.

That is where his personal philosophy took root — founded in both faith and reason. Not a return to the religion he left, but a synthesis of both journeys: the conviction that the universe runs on intentional code authored by a creative intelligence. No matter how God programmed life, it is still the Creator. Having paid the price of exit from dogma and lived the emptiness on the far side of it, he speaks both languages honestly — to believers in their own terms, and to skeptics in theirs.

Dr. Hess believes the next American task is to finish that work — to build beyond shared identity and into shared ideology: effort earns reward, builders deserve what they build, and the frontier belongs to whoever dares to cross it. The American DNA is risk-taker DNA — and that inheritance belongs to every family in Division 1, the Canal and Peacock Gap alike, because every one of them, or their people before them, chose to come.
